No — DVLA does not require a valid MOT for the export slip. The destination country may have its own roadworthy requirement (Australia, NZ, South Africa). UK MOT does not satisfy foreign equivalents.
Retain the plate before export using DVLA Form V317 (£80 retention fee). Transfer the vehicle to an age-related plate first, then submit the V5C export slip. Doing it the other way round can lose the plate permanently.
