CHIEF is gone — CDS is the system
Since 2024 all UK exports declare on the Customs Declaration Service (CDS), HMRC's replacement for CHIEF. Vehicles need an EAD (Export Accompanying Document), a DUCR (Declaration Unique Consignment Reference) and, when consolidated, an MUCR (Master Unique Consignment Reference).
What HMRC needs from exporters
VIN, V5C, sale invoice, GB EORI, consignee details, port of exit and commodity code (typically 8703 for passenger cars). Your forwarder usually files the CDS declaration. The documents guide lists the full pack.
Permission to Progress (P2P) and arrival messages
Once the EAD is generated and the vehicle arrives at the port, an arrival message (CSP) confirms it has entered the customs zone. P2P from HMRC authorises loading.
GVMS for ferry exports
Roll-on/Roll-off ferry routes (e.g. Dover and Holyhead) use GVMS — the Goods Vehicle Movement Service. A GMR (Goods Movement Reference) consolidates declarations for the truck.
