Can a tourist register a car in the UAE?

No. Only Emirates ID holders (residents) and Emirati nationals may register a private vehicle with the RTA. Tourists may import via a UAE dealer or sponsor but the title remains in the dealer's name.

Are modifications allowed?

Cosmetic modifications (wheels, wraps, audio) are fine. Engine, exhaust and suspension modifications must pass the RTA test and be declared at Customs — undeclared mods void the import and force re-export.
