Importing a Car into Kuwait: Age Limits, Duty and Shuwaikh Port Rules

Kuwait's Ministry of Commerce and Industry restricts used passenger vehicle imports to cars no older than five years from the date of manufacture, calculated at the point of shipment arrival rather than purchase. This is stricter than most neighbouring GCC states and rules out a large share of the UK's used export stock, so always check the manufacture date on the V5C before booking a shipment, not just the registration year.

Commercial vehicles and some 4x4s used for industrial purposes are occasionally granted exceptions, but for standard saloons and SUVs the five-year rule is applied without much flexibility at Shuwaikh Port. Vehicles from the UK are shipped by container from Southampton, Tilbury or Felixstowe, transiting via the Suez Canal to Shuwaikh Port in Kuwait City, Kuwait's principal commercial harbour. Transit time typically runs 25–35 days depending on transhipment at Jebel Ali or Salalah. RORO services are rare on this route, so container shipping — shared or dedicated — is the standard method, costing roughly £900–£1,500 depending on vehicle size and whether the container is shared.

Some shippers route via Jebel Ali in Dubai first, transferring the vehicle onward by short-sea feeder to Kuwait, which can shave a few days off total transit but adds a handling fee.

Kuwait applies a flat 5% customs duty on the CIF (cost, insurance, freight) value of imported vehicles, with no separate VAT currently levied on personal vehicle imports, making Kuwait one of the lower-cost GCC destinations for landed vehicle cost. You will need the original V5C or bill of sale, a commercial invoice showing purchase price, the bill of lading, a certificate of origin, and passport/Civil ID copies for the importer.

On arrival, Kuwait Customs requires a technical inspection confirming the car meets local safety and emissions standards before a Kuwait General Traffic Department registration can be issued. Once cleared, the car must pass a roadworthiness test at an authorised Kuwaiti inspection centre before plates are issued by the Traffic Department. Non-resident owners generally cannot register a vehicle directly; a Kuwaiti national or licensed sponsor/agent typically handles registration on the importer's behalf, which is worth arranging before the vehicle ships rather than after arrival.
